Personal Emoluments.
106. The Police Stores sub-department has been reorganized. The post of Stores Supervisor has been abolished and two additional posts have been provided for officers in the Senior Clerical and Accounting Staff, one to replace the Supervisor and one to replace the Storekeeper eventually. An additional post of Storeman has been included to facilitate work in connection with the actual handling of stores.
107. Three additional interpreters are required for Yamnati, Shamshuipo and Kowloon City Police Stations.
108. The taking over by the Police of Passperts work formerly done by the Colonial Secretariat entails more staff. Provision is included for one Sub-Inspector and one Junior Clerical Service officer transferred from Colonial Secretary's Office for this work while two additional European Police Sergeants and six additional European Lance Sergeants are needed for Passport Examination Service.
109. Three further European Lance Sergeants are included for the following traffic duties:—
1.
Patrol work and general supervision of traffic in Hong Kong.
2.
Control of the Castle Peak area which is rapidly developing.
3.
General supervision of traffic in the New Territories with particular reference to the increase of traffic due to the opening of road communication with Canton.
110. The influx of refugees and consequent increase in population has led to a considerbale increase in crime and the following additional posts are considered necessary :—

It
steady growth of broadcasting and the very rapid growth of air mail services. is considered desirable that the Postmaster General should have a permanent assistant and with the consent of the Secretary of State it is proposed to create a post of Assistant Postmaster General and Chief Accountant on a revised salary of £1,250 per annum and to promote the present Chief Accountant with effect from 1st January, 1939.
114. The title of Superintendent of Mails has been changed to Controller of Posts in accordance with the nomenclature approved for the Unified Colonial Postal Service. Assistant Superintendents of Mails are now shown as Superintendents.

115. Owing to public demand for increased postal facilities arrangements were made in 1938 for the Post Office to be open from 7 a.m. to 7 p.m. extension involved an increase in staff, provision for which is now included as follows:-
1 Superintendent, dollar salary.
1 Launch Officer.
36 Clerks and Shroffs.
36 Postmen Class III.
4 Mail Coolies.
116. Furthermore it is proposed to double the present number of postal de- liveries in 1939 and the following additional postmen are required :-

111. To meet requirements of shipping companies eight additional Russian Sergeants have been included and the cadre of Russian Guards has been abolished.
There has also been an increase of eighteen Northern Chinese Constables.

117. There are decreases under. ... Sub-heads 5 and 8 and rent for offices disappears, owing to the transfer of services to Cable & Wireless, Ltd.
Special Expenditure.
118. SUB-HEAD 13.-This equipment comprises (4) Frequency Checking equipment, (b) Field Strength Measuring equipment, and (c) Interference Measuring set. It is essential for carrying into effect the provisions of the Telecommunication Ordinance and the terms of the Agreement entered into with Cable & Wireless, Ltd.
119. SUB-HEAD 14.-This instrument is essential to enable the Colony to fulfil its ebligations under the International Shipping Conventions in regard to the inspection and licensing of ships' wireless.
120. SUB-HEAD 16.-Present studio equipment is old and out of date, replace- ment is urgently required.

Air Mail the sub- 112. SUB-HEAD 3.-With the introduction of the "all up sidy paid by this Colony has been revised and increased. Payments formerly made for Air Mail on a weight basis and charged to Sub-head 4 will, however, be reduced.

113. In spite of the transfer of certain services to Cable and Wireless Ltd. the work of the Post Office is increasing in amount and complexity owing to the

121. A new post of Senior Inspector of Wireless has been created and the number of Inspectors is decreased by one. The senior inspector will be in charge of inspection work generally including additional duties in connection with ship inspec- tions.
122. Two new posts of Technicians are necessary in view of expansion of services. Although commercial wireless services have been transferred to Cable & Wireless, Ltd., the maintenance of Wireless Telegraph Stations is still performed by Government, though a large proportion of the expense is recoverable. The decrease in the Traffic Section and in Personal Emeluments generally is due to the transfer of fiff to Crble & Wireless, Ltd
